If you know the TV series, even if you haven't seen it in years like I have, that would be the evil sorcerer Mozenrath, enemy of Aladdin and the object of lust for several members of this messageboard. Though normally when he has his guantlet off, it's a skeleton hand. If I told you anymore, I would be inaverdently revealing spoilers to the series and my fanfic.
